1. Introduction
Welcome to LabourHub ("the App"). By accessing or using the App, whether as a Requesting Party (posting job requirements) or a Supplying Party (accepting and fulfilling job requests), you agree to abide by these Terms and Conditions ("Terms"). These Terms constitute a legally binding agreement between you and LabourHub. If you do not agree with any part of these Terms, you must immediately discontinue the use of the App.
LabourHub provides a platform that connects companies needing short-term construction workers with companies able to supply such workers. The App acts solely as an intermediary and does not verify the authenticity, qualifications, or legality of the workers supplied.
2. Definitions
For clarity and consistency throughout these Terms, the following definitions apply:
- Requesting Party: The company or entity posting job listings for construction workers on the App.
- Supplying Party: The company or entity accepting job requests posted by the Requesting Party and supplying workers to fulfill the job requirements.
- Worker: Any construction worker provided by the Supplying Party in response to a job request. Workers may be general laborers, carpenters, rebar workers, riggers, etc.
- LabourHub Platform: The App and its related services that facilitate communication, job postings, bookings, and payments between the Requesting and Supplying Parties.
3. Scope of Service
LabourHub is a technology platform that facilitates connections between the Requesting Party and the Supplying Party for fulfilling short-term construction job requests. The Requesting Party can post job listings specifying:
- The type of worker required (e.g., rebar workers, signal riggers, carpenters, etc.),
- The number of workers required,
- The duration and hours of work required (e.g., 2 days, 10 hours per day).
The Supplying Party can browse these job listings and accept those they are able to fulfill. Once a job is accepted, a binding agreement is formed between the Requesting Party and the Supplying Party.
LabourHub acts solely as a facilitator and is not a party to any contracts formed between the Requesting and Supplying Parties. The App does not verify the authenticity, qualifications, or legality of the workers provided.
4. Requesting Party Obligations
When posting job listings, the Requesting Party agrees to:
- Provide accurate and truthful information about the job, including the number and type of workers required, the duration of the job, and the working conditions.
- Ensure that the job complies with Singapore’s employment laws and regulations, including those governing foreign workers.
- Ensure that all job requirements are lawful and do not violate the rights of the workers or the Supplying Party.
- Make timely payments as per the agreed-upon terms once the job has been fulfilled.
5. Supplying Party Obligations
When accepting job listings, the Supplying Party agrees to:
- Ensure that all workers provided have valid work permits and are legally eligible to work in Singapore in accordance with the Ministry of Manpower (MOM) regulations.
- Verify the eligibility of the workers for cross-deployment through MOM’s WP Online system or other MOM-approved processes, ensuring compliance with cross-deployment laws.
- Ensure that the workers provided meet the qualifications and requirements specified by the Requesting Party (e.g., rebar workers, carpenters, etc.).
- Supply the workers as agreed in the job listing, including the specified number of workers and the duration of the job.
6. Order Confirmation and Payment
- Order Confirmation: A job is confirmed once the Supplying Party accepts the job posting and the Requesting Party agrees to the terms of the booking. LabourHub will facilitate the payment process.
- Payment Terms: Payments must be made through LabourHub’s designated electronic methods (e.g., PayNow). The Requesting Party has seven (7) days after the service is completed to raise any payment disputes.
- Escrow Payment: Payments made by the Requesting Party are held in escrow by LabourHub and will only be released to the Supplying Party upon successful completion of the job.
- Late Payments: If payments are not made within the specified period, late charges may apply as determined by LabourHub.
7. No Verification of Worker Authenticity
The Supplying Party acknowledges that LabourHub does not verify the authenticity, qualifications, or legality of the workers supplied through the platform. All responsibility for ensuring that the workers meet the required standards lies with the Supplying Party.
The Requesting Party acknowledges that LabourHub makes no guarantees regarding the qualifications, skill level, or authenticity of the workers provided by the Supplying Party and assumes responsibility for vetting the workers before assigning them to specific tasks.
8. Compliance with Cross-Deployment Laws
- Ensuring that all workers supplied for cross-deployment meet the conditions specified under Singapore law and have valid Work Passes.
- Verifying the eligibility of workers for cross-deployment through MOM’s WP Online system.
- Ensuring that workers are only cross-deployed if permitted by their work pass conditions and in compliance with MOM guidelines.
The Requesting Party must ensure that any workers they engage via cross-deployment arrangements are legally permitted to perform the work. Both the Requesting and Supplying Parties must comply with the rules outlined in:
- Employment of Foreign Manpower (Work Passes) Regulations 2012, Part IV
- Ministry of Manpower’s Guidelines on Cross-Deployment of Foreign Workers
Failure to comply with these regulations may result in account suspension, legal penalties, or other enforcement actions by MOM.
9. Work Injury Compensation and Insurance
- The Supplying Party is solely responsible for ensuring that all workers are covered by appropriate Work Injury Compensation Insurance, as required by Singapore law.
- The Requesting Party is not liable for any medical or compensation costs arising from injuries to workers during the contract period.
- The Supplying Party indemnifies and holds the Requesting Party harmless from any claims arising out of worker injury or illness during the job assignment.
10. Indemnity
Both the Requesting Party and the Supplying Party agree to indemnify, defend, and hold harmless LabourHub, its affiliates, employees, and agents from any claims, damages, liabilities, costs, and expenses (including legal fees) arising from:
- Any breach of these Terms and Conditions;
- Non-compliance with Singapore’s Employment of Foreign Manpower (Work Passes) Regulations 2012, including cross-deployment laws;
- Any disputes or claims related to the performance, behavior, or qualifications of workers supplied by the Supplying Party;
- Any violations of MOM’s regulations regarding foreign workers or cross-deployment;
- Any fines, penalties, or legal actions resulting from non-compliance by the Requesting Party or Supplying Party.
LabourHub acts solely as an intermediary and is not responsible for verifying the legality, authenticity, or qualifications of the workers provided by the Supplying Party.
11. Dispute Resolution
- Any disputes regarding the performance or behavior of workers must be communicated promptly between the Requesting Party and the Supplying Party.
- LabourHub is not liable for resolving disputes between parties but may assist with facilitating communication if needed.
- Payment disputes must be raised within seven (7) days of job completion. LabourHub will review disputes but does not guarantee the outcome.
12. Prohibited Conduct
LabourHub strictly prohibits:
- Posting false, misleading, or fraudulent job listings or worker qualifications.
- Supplying workers without valid work permits or workers not legally eligible to work in Singapore.
- Engaging in any unlawful or unethical behavior on the platform.
LabourHub reserves the right to suspend or terminate accounts for violations of these Terms.
13. Electronic Acceptance
By using the LabourHub Platform, both the Requesting Party and Supplying Party agree to these Terms and Conditions. All interactions within the App, including job postings and acceptances, are legally binding without the need for physical signatures.
14. Governing Law and Jurisdiction
These Terms are governed by the laws of Singapore, and any disputes shall be subject to the exclusive jurisdiction of the courts of Singapore.

These Terms constitute a legally binding agreement between you and the App operator. If you do not agree with any part of these Terms, you may not use the App.
LabourHub provides a platform that facilitates connections between construction companies seeking dormitory bed spaces for their workers ("Users") and licensed dormitory operators ("Service Providers") in compliance with Singapore’s laws governing foreign worker housing.
2. Definitions
For clarity and consistency throughout these Terms, the following definitions apply:
- User: The construction company or any authorized representative of such a company that uses LabourHub to search for and book dormitory bed spaces for its workers.
- Service Provider: The licensed dormitory operator that lists bed spaces on LabourHub for the purpose of leasing them to Users.
- Dormitory Operator: The entity that owns or manages the dormitory facility and is responsible for ensuring the facility complies with all applicable laws and regulations regarding worker housing. The Dormitory Operator may be the same as the Service Provider or a separate entity.
- Tenant: The workers employed by the User who will reside in the dormitory bed spaces booked via LabourHub. Tenants are subject to Singapore's housing regulations, including those specific to foreign workers.
3. Scope of Service
LabourHub is a technology platform that enables Users to search for and secure dormitory bed spaces for their Tenants. Users can input specific requirements such as:
- The number of bed spaces required,
- The nationality of the Tenants,
- The specific construction industry classification.
Service Providers list available dormitory spaces that match the criteria entered by the User. Dormitory Operators are responsible for ensuring that their dormitories meet legal standards for health, safety, and compliance with Ministry of Manpower (MOM) regulations. LabourHub only facilitates the connection between Users and Service Providers. It does not own, manage, or operate any dormitory facilities, nor does it guarantee the accuracy or availability of listings.
4. Compliance with Singapore Dormitory and Employment Laws
Users and Service Providers must comply with all relevant Singapore laws, including:
- Employment of Foreign Manpower Act;
- Foreign Employee Dormitories Act (FEDA);
- Ministry of Manpower (MOM) guidelines regarding worker dormitory standards.
Users are responsible for ensuring that the dormitory accommodations they select comply with all legal requirements, including regulations regarding the separation of workers by nationality or industry. LabourHub does not assume liability for any non-compliance by Users, Service Providers, or Dormitory Operators.
5. User Responsibilities
By using LabourHub, Users agree to:
- Provide accurate and complete information regarding their Tenants, including the number of workers, nationalities, and industry sector.
- Ensure that their use of dormitory spaces complies with all relevant laws, particularly regarding the housing of foreign workers in compliance with MOM and FEDA regulations.
- Verify that the dormitory facilities they select meet their specific needs and legal obligations, including compliance with health and safety standards.
- Directly manage any tenancy agreements with Service Providers, including payment and compliance with tenancy terms.
LabourHub is not responsible for enforcing tenancy agreements or resolving disputes between Users and Service Providers.
6. Service Provider and Dormitory Operator Obligations
Service Providers (and where applicable, Dormitory Operators) are responsible for:
- Maintaining the necessary licenses under the Foreign Employee Dormitories Act (FEDA).
- Ensuring that dormitories comply with MOM standards, including space, hygiene, safety, and restrictions on worker nationality or industry.
- Providing accurate information about the dormitory capacity, restrictions, and availability of bed spaces.
- Complying with all legal obligations related to housing workers from specific industries and nationalities, where required.
LabourHub reserves the right to remove listings that are found to be inaccurate or in violation of Singapore law. However, LabourHub is not liable for any actions or omissions by Service Providers or Dormitory Operators.
7. Booking, Payment, and Tenancy Agreements
All bookings made through LabourHub constitute a binding agreement between the User and the Service Provider. LabourHub acts solely as a facilitator, providing a platform for Users to connect with Service Providers, and is not a party to any tenancy or service agreements.
Any legal tenancy or occupancy agreements formed as a result of bookings made via LabourHub are exclusively between the User and the Service Provider (or Dormitory Operator). Users and Service Providers are responsible for negotiating and complying with the terms of these agreements, including payment schedules, tenancy duration, and any other obligations.
LabourHub shall not be liable for any financial disputes, breaches of contract, or claims arising from tenancy agreements. Users and Service Providers are fully responsible for managing their own contractual relationships.
8. Cancellation and Refund Policies
Cancellation and refund policies are determined by individual Service Providers. Users must review and agree to these policies before confirming any booking.
LabourHub is not responsible for processing cancellations or refunds and shall not be liable for any losses or damages arising from cancellations. In the event of disputes regarding cancellations or refunds, Users must resolve the issue directly with the Service Provider.
9. Limitation of Liability
To the maximum extent permitted by law, LabourHub and its affiliates, employees, and agents shall not be liable for:
- Any direct, indirect, incidental, special, or consequential damages resulting from the use of the App or the services provided by Service Providers or Dormitory Operators;
- Any inaccuracies in listings or availability information provided by Service Providers;
- Any disputes or breaches of tenancy agreements, including unsafe conditions, failure to provide services, or non-compliance with applicable laws.
LabourHub is provided on an "as-is" and "as-available" basis, with no warranties or guarantees, whether express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, or non-infringement.
10. Data Privacy
LabourHub collects and processes personal data in compliance with Singapore’s Personal Data Protection Act (PDPA). By using the App, Users and Service Providers consent to the collection, use, and disclosure of their personal data for the purposes of facilitating bookings, providing customer support, and complying with legal obligations.

11. Indemnification
Users and Service Providers agree to indemnify, defend, and hold harmless LabourHub, its affiliates, employees, and agents from any claims, damages, liabilities, costs, and expenses arising from:
- Any breach of these Terms;
- Non-compliance with Singapore laws, including those related to worker housing and employment;
- Any disputes between Users and Service Providers regarding tenancy agreements, payments, or the provision of services.
12. Amendments to Terms
LabourHub reserves the right to modify or update these Terms at any time without prior notice. Any changes will be effective immediately upon posting on the App. Users and Service Providers are encouraged to review the Terms periodically. Continued use of the App after any changes constitutes acceptance of the revised Terms.
13. Termination of Service
LabourHub reserves the right to suspend or terminate access to the App for any User or Service Provider who violates these Terms or any applicable laws. Users and Service Providers may also terminate their use of the App at any time by discontinuing access. However, any obligations arising from existing tenancy agreements or unpaid amounts remain enforceable even after termination.
14. Governing Law and Dispute Resolution
These Terms are governed by the laws of Singapore. In the event of any disputes arising out of the use of the App or services provided by Service Providers, the parties agree to first attempt to resolve the dispute through mediation. If mediation fails, the parties may proceed to seek resolution through the courts of Singapore, which will have exclusive jurisdiction.
